Trump is a military hawk who will do what it takes to check Chinese military expansion and build up the U.S. military. We expect Trump to try to split Russia’s alliance with China so that the United States can dominate both. Trump will further irritate China by returning to a “two Chinas” policy, by supporting Taiwan.
Meanwhile, the European Union is responding to Brexit and the Trump victory by turning its attention to the north. The EU wants to replace NATO with a European Army (to keep U.S. influence at bay) that can threaten Russia. The EU intends to extend membership to Ukraine and Georgia, which Russia would obviously interpret as a threat and a violation of previous neutrality agreements with the George H.W. Bush administration following the fall of the Soviet Union.

Last week Congress passed the National Defense Authorization Act for 2017. The most important feature of this Act is that it prevents the President of the United States from cooperating with Russia until the Secretary of State presents a certificate stating that Russia has abandoned its occupation of Crimea. This act also lifts restrictions on certain weapons sales to Syria. What this means is, Obama, and future Secretaries of Defense, can ship weapons to ISIS. The bill contains $3.4 billion in funding for NATO to confront Russia.
The neocon warhawks are still in control of Congress, and they are devoted to preventing president-elect Trump from cooperating with Russia.
