We can’t figure out what he is talking about because Communists are not pacifist, Mexico has extremely high crime rates and murder rates, and disbanding the army leaves Mexicans at the mercy of the well-armed human trafficking and drug cartels. Mexico is practically a failed state, mostly controlled by the cartels, and individual Mexicans are forced to arm themselves and band together for protection from rampant criminality.
